About Sarah
SARAH RICE FOX (“SALLY”) - PROFESSIONAL BIOGRAPHY
Sally Fox retired as a bilingual coordinator at the San Diego County Office of Education (SDCOE) with 27 years’ experience in public education, ending with 2006-2018 at SDCOE. Since retiring, she has continued as a certified trainer for OCDE (Orange County Department of Education) Project GLAD (Guided Language Acquisition Design) including training US and Mexican teachers in Tijuana, Mexico, as part of a binational initiative with California Association for Bilingual Education (CABE). In 2019, she spent 8 months as a resident consultant for an English-Japanese one-way dual language school in Japan.
Prior to her work at SDCOE, Sally was a district lead teacher for English Language Development, a district teacher on special assignment in charge of designing and launching a before- and after-school program for 800 students across 12 schools, a district science staff developer, a site bilingual (Spanish) resource teacher, and an elementary bilingual teacher. At SDCOE, Sally’s focus was to plan, design, and deliver professional learning related to language acquisition for teachers in English language development (ELD), dual language immersion, and world language settings. She served on two California Department of Education committees: 1) as a content expert for the Instructional Quality Commission for ELA/ELD curriculum adoption in 2015, and 2) as co-chair of the world language standards advisory committee in 2018. She also served as a board member for the California Association for Bilingual Education (CABE) from 2014-2016.
Sally continues to share scaffolded, student-focused instructional approaches that promote transformation of teacher and student through building communicative and cultural competence. She is now a part-time lecturer for San Diego State University’s DLE Department (Dual Language and English Learner Education). She continues to write curriculum for SDCOE and to mentor a GLAD-trained private school with a two-way Spanish-English dual language immersion program in Chula Vista.
Sally earned a BA in French literature from San Diego State University after having spent her junior year in France as part of the California State University International Program. She holds an MA degree in bilingual education and administrative services credential from California State University, San Marcos.

I have over 30 years of teaching experience in a variety of settings for very young children to adults, from one-on-one tutoring to 24 students in a Zoom classroom to 100 participants in a conference breakout session. My approach is always based on the needs of the specific learners, which I determine through questioning and/or surveys. As I have a significant number of "tools in my toolkit" I can generally find ways to help my students succeed to their satisfaction. Since March of 2020, I have added experience in teaching online through Zoom, including tutoring students taking French in a local community college. If a student comes to me with a curriculum, I will amplify it to make it more comprehensible. If a student comes to me with an objective and no curriculum, I will find resources from my computer files and develop them to fit the students needs. As a student of many languages myself with a minor in linguistics, I love an opportunity to help people learn, acquire, and extend their English language skills.
