I set those rates as standard. I typically will not charge for travel unless it is very far away. A standard lesson where I help with homework, go over literary techniques, skills to become a better writer, lessons on grammar will be 15$ an hour. Special sessions where we meet at a library or computer lab of some sort to work on essays, research papers, or anything of the like could possibly go up to 20 but we will talk about that and you will be notified way before hand; however as you noticed I will always give a discount if you buy multiple hours in advance.
