I explain something explicitly when they really have no idea about how to approach the concept. Division is a good example of this. If they know you have to divide, multiply, subtract and bring down the next number ( as is the case in long division) but they aren't sure in which order to do this or which numbers to use, then guiding them would be beneficial.
