In February 2008, New Zealand joined the UNESCO/Council of Europe Joint Convention on the Recognition of Qualifications Concerning Higher Education in the European Region, also known as the Lisbon Convention. This Convention is the most important legal agreement about recognising qualifications in the European region. More than 50 countries, including Canada, Australia, and the United States, have signed on.

Through the Lisbon Convention, NZQA is part of the network of national information centres called ENIC-NARIC. ENIC stands for the European Network of Information Centers in Europe. NARIC is the acronym for the European Union's National Academic Recognition Information Centres. In each country, there are organisations called "national information centres" that help with the implementation of the treaty. Germany
